Title of "Edit Profile Screen" has Encoding issue

The "Edit Profile" Screen has encoding problems. In all other views the encoding works very well. But when I want to edit a user-profile the title has encoding problems. The Full name box is OK.

New seetings for java starting paramters does not work.

How can I fix this issue ?

A few things that we can check:

1. what is User's Language preferences (in User Preferences)
2. what is the default language set in JIRA (in the General Configuration)
3. what is the server's default language ?
4. what browser is being used ? what happen if different browser is used ? Eg: IE9, Firefox, Chrome
