My previous Jira account use the email address Ivan.zhu@dorel.com, but I can use this email to log in anymore after I reinstall system for my laptop. Not sure if because the email"Ivan.zhu@dorel.com" is not valid anymore, how can I use the new email " Ivan.zhu@dorel.com.cn" to access my previous Jira data created by previous email " Ivan.zhu@dorel.com"?

Maybe I do not fully understand your problem, but I assume not having access to your email adress anymore does not imply that you cannot login to Atlassian anymore with this adress. Unless you lost your password, you can login and then change the email adress in your profile as described at Change Atlassian account email addresses | Atlassian Cloud | Atlassian Documentation.
