Since today I don't have the top navigation bar, when I log in as admin user. I didn't have the problem yesterday. Standard user don't have this problem.
I just did some changes at the workflows, but I'm not aware of any changes which could result in this behavior.
I tried it with different user and I tested chrome and firefox.
Any suggestions how to solve the problem?

Often this is the result of Javascript being used in the announcement banner :)
This is not the solution :( We don't use an announcement banner.
The problem is stranger than I thought. Some admin user don't have this problem and some have. And with one account the problem suddenly disappeard and for other user the problem is still there. And I changed the group for one admin user and the problem is still there, even if the user is not an admin any more.

I found the reason for the problem. It was related to an Add-On we use (Vacation Manager). I integrated an issuetype in the jira-project which didn't have the necessary custom field end date. The Add-On tried to run some scripts and this didn't work because of the missing field and that caused the menu to disappear.
