We are considering moving from scrum with three week sprints to Kanban with continuous integration. We want to make sure this gives us an increase in velocity. We know our sprint velocity in terms of story points. How do we measure this with Kanban?

I needed a Story Points resolved per week report (bar graph).

Are there any widgets or existing reports that will give the points per time period? If not i assume that I will have to create a filter and manually add them up. I want a way to display this on a dashboard or similar.

Not aware of any off hand, we've developed our own DW driven from JIRA that we use.

I have not tried the plugin and am not recommending for or against it, just mentioning that it exists and reportedly solves this problem.

I would make it simple - estimate in Story Points as before to have anything to compare to, but maybe make it less formal.
Sum up the points for issues resolved in the past three weeks (floating day by day) or last week and multiply by 3.
