How do I transition an issue from ToDo or In Progress to a closed status and set its resolution to Not Completed after a specified time interval or at a specific time of day?

If you are looking for a process to automatically transition issues from one status to another after a specified time, I would suggest you to use automation plugin(here). You can create automation rule, and schedule an event to transition issues & to set resolution.

The linked plug in is unsupported and reviews indicate it is not compatible with version 7.1 and is crashing with unknown errors.

We are currently using this plugin with JIRA 7.2.4 and 6.4.12. We didn't face any issues so far. There is a similar plugin(here) which does the work but its a paid one.
