Transition is not visible only at one issue. Why?

I've got a custom workflow for my issue type in the project.

It has two statuses: "One" and "Two" and there's a transition from "One" to "Two". The transition doesn't have any conditions and validators, only post-functions.

There're some issues on status "One". All of them but 1 have transition "move to two" visible. Only one issue doesn't have any transitions visible.

Why it can be so?

If you do not have any workflow conditions, run the integrity checker and see if the workflow integrity is compramised or not.
