UPLOAD

I downloaded this pakaging:

JIRA Service Desk-3.9.0-m0124-language-pack-nl_NL (1) (1)

Now I want to upload it in Manage add-ons but do not see the upload option.

Can you please help me with it?

Upload add-on link at the top right side of the page.
The following dialog appears.

I can not follow this step because i am not able to see te add-on link
