Unable to Create Issue Type

I want to create a new Issue Type.  However, in Project Settings under "Issue Type", there is no option to Create Issue Type as per the instructions in document https://confluence.atlassian.com/adminjiracloud/adding-editing-and-deleting-an-issue-type-844500747.html

@Jo Alamares  - Accessing Issue Types via the Project Settings are for managing existing Issue Type Schemes associated to the Project. You will need to be a Jira Admin rather than just a Project Admin to create your own.

If you are a Jira Admin, click the cog > Issues > Issue Types to get to the location the documentation is talking about (alternatively, you can press "." or "gg" to open the quick search menu)

You can restrict access to Issue Type creation under Jira admin, suggest you check you've got the correct Jira admin privileges.

I assume you are an admin? can you share a screenshot of what you are seeing?
