I am ORG & Site Admin, but still I am unable to access Actions related to issue.

Whenever I try to access the action by clicking this "...." button. It does not show me an action list, as it used to show me?
Can you please help me how to resolve this. I need that action menu, because I need to use clone, move, delete functionality related to a bug.

Just in days come on the same issue. Was not able to find out any other circumstances.
Browser: Chrome
First case: during presentation used Media projector. On main screen action was available. On the external screen - no menu appears when pressing on the Action button.
Second case: user, who is/has a project leader permission, opens Jira in Chrome - no menu under Action button. After it - Jira has been opened in MS Edge browser - all menus are available.

Permissions to do things on a project are based on the Permission Scheme attached to the project, not whether the user is a Jira Admin or not. You can be a Jira Admin, but if you do not have permissions within the Permission Scheme for that project, you will not be able to do anything.
You probably need to be added to one of the Project Roles on the project - Project > Settings > People

Even though you are the org and site admin, by default you don't get access to all the projects.
Being the admin, you can update the project permissions and get your self required access to the tickets.
