Unable to add user to site admin group in Organization

I am trying to add a user to our site-admin group within Jira, but when I try to add someone to the site-admin group I get an alert saying 'you can't add anyone because this site has been linked to an organization'. 

So how do I go about adding a person to the site-admin group once the site has been added to an atlassian cloud organization?

If you are an organization admin you can edit the account, I am assuming that you are just a site admin.

So i am an org admin, but we have two 'sites' under my organization. I am the site admin of one of the organization, but not the other (which includes Jira). I want to be a site admin in the Jira instance so that I have more control in that particular organization.

Still not sure how to grant someone who is an org admin access to the site admin functionality (if we have two sites under one organization)
