Some users aren't able to raise requests on behalf of other users through the Portal
When typing a name in the field there are no matches available. Can you please assist with steps to take and try possible solutions?
These are the steps I took so far:
Jira\System\Global Permissions\Grant Permission: Browse users and groups
I have even given global permissions to the "Public" group but the issue still remains for the specific users.

Change the customer permission for the service management portal project as below:
