If you're having issues with native sharing functionalities and need to solve your pain ASAP, please know that in the Atlassian Marketplace there are apps that simplify dashboard sharing.

One of these apps is Dashboard Hub for Jira – Custom Charts & Share Reports , which is developed by my company and which I recommend to you in case of trying an app :)

Are you able to create the dashboard with no shares?

How do you know you have the global permission to share filters and dashboards? Global permissions are allocated to user groups. How have you confirmed that you are a member of a group that has been granted that permission?

That shows us the groups that have the permission.

Can you now show us the groups to which you belong, as listed in your user account information, to verify that list includes at least one of the mentioned groups?
