I understand you are seeing this sign-up failure message. This most commonly happens because a CAPTCHA fails to load on the page. Without this human validation, the sign-up process cannot continue. Most frequently I see this happen to users that are located in China, as there can be network restrictions within that country that could be preventing the CAPTCHA from being loaded.
If you can, I would recommend trying to connect to a different network, or utilize a VPN that connects to a different country to see if perhaps this would allow your machine to render the CAPTCHA that should appear on the page. If you can do that, then you should be able to work-around this known limitation of the sign-up process.
Try that and let me know if that helps.

First of all, thank you for your reply. I am a Chinese user. After switching to multiple VPNs in different regions, the problem still exists. I have captured the screen error message and Chrome development tool log, hoping it will be helpful to you.
