Eventhough my team mate is the member of the project, he is unable to create the task in the project

What type of project does this concern? Get that information from the View All Projects page under the Projects menu.
Is the user blocked from creating all types of work items in the project?
What steps is the user executing to try to create the item? What happens when they execute those steps?
The permission to create items in a project will depend on several factors. For Company Managed projects the permission is allocated through the Permission Schemes. You would need to examine who was granted the permission and determine if the user is within those granted the permission.
For Team Managed projects permissions are granted through Project Roles. You would need to check which rules the user was assigned, and the check the permissions allocated to those roles.
There are other factors to consider, but project permissions is the first thing to check.
A Jira Administrator can use the Permission Helper to help diagnose this problem.
In addition, if the user has Create Issues permission and still can't create tasks, it is likely because the workflow validator on the Create Transition has been modified to validate against a different project permission.
If it's a team managed project and user has the required permissions, it could be due to the "Validate that people have a specific permission' rule in the workflow.

Is the project Company managed or Team Managed?
If you are in a company managed project you can click on the three dots next to your project name and go to Project settings -> Permissions and click on the permission helper in the top right corner.
Choose the user, issue the permission Create issue. The permission helper will show what rules are preventing the user from creating issues.
