Unable to find import menu

i'v been looking my import menu. I usually import issue from my csv file, but today i can't find it.

i already check some guide from this url:

but there is no  External System Import menu under my system menu.

please kindly help me.

Looks like something was happen with my Jira Cloud instance, contacted support on https://getsupport.atlassian.com, informed cloud infrastructure were upgrading and require to restart my instance, after the restart the import menu shows and works perfectly.  Resolved date : 14/Apr/17 5:41 PM.
