Unable to get the list of users having license for jira

Hi, 

I am trying to get the list of users who are having licenses in jira. When querying against jira-users group from database, just got 160 user accounts, but when looking at the UI, it has 1065 users. Is there any other query to run in order to get the list of users consuming the licenses in Mysql?

I have tried this query but getting only 160 users, but the actual licenses consumed are 1064. By the way,all the users are synced from crowd
