Unable to invite new users to Jira Cloud or Conflence Cloud

I seem to be unable to invite new users.  I have confirmed that the emails I am trying to invite to Jira & Confluence exist in our Active Directory.

It is behaving like we are out of licenses, but I thought the license count automatically grows for cloud.

product access currently shows:

Jira Software  771 users

Confluence  782 users

I think it might be a browser thing.  I was not able to add (4) users that I was trying to add in Brave or Opera.  I was able to add (3) of them in Edge.  I was able to add that last user in Edge after 3 attempts.

I have confirmed that there are default groups set for the products.

My product subscriptions shows the same number of users as my product access.  I'm not sure if the "Users" here implies that we've hit our maximum.  That is not clearly stated.

per your snapshot you are in monthly payment, so you should be able to add users. 

limit is very high: up to 10k users per product

I suggest you to open a ticket with support team to check this directly.
