We're currently trialing using Jira as our new product management tool across my team. For most of the users on my team, I was able to invite without an issue. One member of my team however, I get an error that states they couldn't be invited as they have an account that has been disabled, and to reach out to the administrator to re-activate their account.
When I log in myself, I see that I am the administrator. When I look at the users that are currently in our organization, I don't see the email that I am trying to invite, even if I filter to look at disabled accounts. Every answer to this I've seen has said to "re-activate" the account, however I can't find the "deactivated" account with this email to do so.

It is possible that the domain in the user's email has been claimed by an org that you are not a part of. In such cases, that user will need to contact an admin of that org in order to have their account reactivated.
Please create a support ticket with Atlassian so that they can investigate further. Just include the email of the person you wish to invite in the ticket.
