Unable to move tickets from one board to another

This is a new local Jira 7.10.2 server installation. Trying to move tickets from one board to another and it always times out. The time to move the tickets makes no difference. does any one have an Idea what is happening?

How do you move tickets from "one board to another"? Every board is having a filter associated (this is how issues are showing on a board) and moving a ticket means moving it for example from one project to another. Is this the real problem?

Can close this question, problem solved. Re-adjusted global user permissions, and did a complete re-index and now it is working.
