Having the below issues for my user with project administrator role:
- "Project Settings" option not available
- "Create Version" button not visible blocking me to create release version

If you're unable to see the project setting cog wheel, chances are you're not an admin in the project.

That is confusing. A project admin should be able to perform those tasks. Does the user have a jira license?

Yes, its confusing! But it's not the case with other projects, using the same user and roles. And yes, the user has license!

Does the project administrator role have 'administer projects' permission in the project?
