Unable to see new Jira Project created, and Unable to create a new project with shared configuration

When I try to create a new project, I see this error:

"This project isn't available. It may have been deleted or your permissions may have changed."

When I try to create a new project with a shared configuration, I'm able to select the project to base the new one on, but when I fill in the project name, key and project lead and click submit, it resets the value in the project lead field and does not create a new project.

Why can't I create a new project anymore? I'd like to mention this is my first time creating a project after our instance of Jira was updated from version 6 to version 7. Is there something up with creating projects in version 7 of Jira?

Ok, so I've solved the first part of this question. The project wasn't showing up on the project list, but I checked my project roles and the project does exist. I gave myself the proper permissions so I can access the project now.
