Unable to tag users in post

I have a user that is unable to tag other users in the comments field. Other users in our organization are able to tag users and I checked the users permissions and he has the same as other users who are able to tag. How do I fix this?

I everything looks normal and he is in the exact same groups as other users who can tag, I recommend contacting support at support.atlassian.com and they can take a closer look.
