We have created Issues Security Scheme and assigned security levels. but unable to view issues for whom we have assigned same security level to user group.
Can someone suggest on this.

I do not understand exactly but;
After creating security scheme, did you associate with a related project?
Than, you need to add "Security Level" system field on related screen (ex create) in order to change the visibility of an issue depending on security levels. Or you can automatically apply to the workflow.
