We are using jira and recently we always encountered maintenance. We want to know why it always happen.

You can go to this page and click on Subscribe to Updates: https://support.status.atlassian.com/incidents/jqwvx0d02gmp#

Then you will get emails in advance letting you know when the maintenance will be.

When this happened, did you check the Atlassian status page ? Just to be sure there were no ongoing major incident...

This seems more a question to be made directly to atlassian support rather than to other users. This is a community forum, with users just like you. We don't have any more insight about the inner working or performance of atlassian servers than you do (I don't even use the cloud version of jira). People here could tell you if they are also affected but probably they wouldn't know the cause (unless they've been told by support, but their case and yours could be not quite the same and that's why you should open a ticket yourself to ask about your specific case).
