I'd like to use a template like the one below when creating new user stories but can't see how to do it. Any ideas?

We created custom Paragraph type fields for those. Then you can paste your "template" into the Default value for the custom field.
If you want that used in the description, you can add an automation rule to copy the value from the custom field into the Description field.

If you`re open to plugins, you can use Smart Jira Forms.
Create a new field for every step you mentioned in the question and add form logic to make it dynamic.
Also, you can add the form to the issue automatically.

Before you go down this path, it is a good idea to ask yourself the question if you really, really need this. Sure, it is a great assistant for your users to help them fill out what they should. But on the other hand:
If the added value is greater than the cost of missing out, you might take a look at several marketplace apps that provide issue template functionality.
