My team is currently working on a s/w development from over 2 months. What I have realized that they are not entering the estimated hours but actuals. It's difficult to track each individual. Hence, is there any filter/restriction which could be used where the team member cannot create sub-tasks/tasks without entering estimated hours/effort?
Somehow I cannot see that.. Do I need to have admin rights to do so?

You can go to the project settings -> Fields and set the Time Tracking field as required.
