I am trying to invite a user but get the following error with on email address:
We're unable to invite users
At least one user has an account that is deactivated or suspended. Restore their access or remove this account and try again.
The email address is not in the system, I have filtered for suspended and deactivated account, they are not there.
We have enough seats, I have tried adding another email address which was fine.
Does anyone have a suggestion what is causing this. I am showing the users under "Admin -> Users" with the filter set to show all users.

If you get this problem you need to contact the user and get them to validate any older atlassian account at the email address you are using

Have you tried checking under Directory instead?
You may need to have Organization Admin access to view this page.

Yes, that is where I am looking - this is the screenshot of the page with the filter set to deactivated and suspended. There are no entries.

It turned out the user in question's email address had been previously attached to another jira instance and the block was coming from this.
