User icons not showing on Business project board

Our boards are not displaying two users even though we have issues assigned them.  You can filter and search, but I am not able to identify why their icons aren't on the board.

I've tried to reinvite them, add them to the group, and edit their project roles.  I've also checked Permission helper and they have green checks for the permissions that seemed relevant.

Please click on more -> customize cards and choose @assignee to get the all the issue assignee icon to be visible.
