User lookup now requires typing username in full

I have recently upgraded to 8.15.0

My users have indicated that they used to be able to use various user lookup functions within Jira and part type a name or username and have it auto complete.  But since the upgrade from 8.14.0, they now have to type a name in full.  

Here is a example of looking up a user in the permission helper:

1) Typing 'test' returns nothing

2) typing 'testtest' (the username), returns the user

Is this real or has it always been the case?  Is it a new thing with 8.15.0?  A bug or a feature?

got it.. rookie issue.   Permissions has been removed for "Browse Users"

I don't have 8.15 installed yet but have seen this before on a different upgrade.  My guess is that this is not a new feature and you should check this https://confluence.atlassian.com/jirakb/suggestions-not-working-for-user-picker-field-in-jira-server-280068827.html and see if this fixes the issue.
