User removed from all Groups but still appears in Assignee dropdown

I want to remove a former employee as an assignee in a JIRA space. Normally, removing them from all groups accomplishes this, but this time she still appears in the assignee dropdown. They have no active tickets -- all tickets associated with this user either as a reporter or assignee are closed.

Is the user in a project role? Who is an "assignable" user in your permission scheme for the project?

Thanks Jason! Your follow-up led me to look at the Permissions for my Project space, and indeed that user was listed under "Assignable User". Removed and problem solved.
