assignee is unable to reassign a reopened ticket back to Zendesk. Ticket: SUPPORT-169.

Hey Joyce,

I suggest you to double check your Project Permissions in order to fix it:

If that not helps, you can open a support ticket at https://support.atlassian.com so they can further investigate it and fix for you.
