I am the Administrator and created a Kanban board.
I can view the issues on the board, however the users can see the board and columns but no issues are visible when you log in with a user credential.

Check the Permission Scheme for the project to see who has Browse project permissions.

You might be having some filter and sub-filter conditions which could be causing issues to be missing on the board. Go to the board setting and look for filter and subfilter under the general setting.
Another possible issue could be unmapped status to the board column. Which you can find under Board Setting -> Column.
