I am the site manager, Jira admin, site Admin, billing admin, all admin, still cannot activate an account for my users. For some reason, I have critical users being disabled randomly during the weekend, and I cannot activate their accounts...
I love Jira and we use extensively but support is really the weakest point, it is impossible to self serve, the admin tasks are the worst and it is not clear how to do anything.. looks like the interface for the support was done for a totally different team...
I have followed a couple of suggestions by users (because I haven't found a direct response from Atlassian) and none work for me...

I can see you have already created a support request for this issue.
Please grant access to your instance and work with the assigned support engineer in order to have this issue sorted out.
Also, once done, it would be nice if you could spare some time to paste the solution in here so that it could be useful to other users facing similar issues in the future.

Do you have domain verified and managed accounts? Do you use Atlassian Access? What if you go to admin.atlassian.com -> YOUR_ORGANIZATION -> Security -> Audit Log, will you be able to see users' account activities?

That seems odd enough. So have you viewed the logs under the System section of admin? Do the users still exist under User management?
