A custom field is displayed, both for me and for the other users.
I am also able to change the value of the field:
But not the other users (the field is just read only)
How the field have to be configured to be changebale by other users?

My first guess would be to check the workflow for any workflow properties which blocks editing unless part of a group

The field can be modified only by an owner.
So the question now is how a field can be configured to be editable also by an assignee?
In this case the field represents kind of "operational information" similar to "Status" and should be editable by each user or at least by the assignee.

It's a bit tricky to find out what exactly is going on. In Jira you don't have a concept of blocking editing on a field level.
So I'm assuming the entire issue is not editable unless you are the owner?
If so, I'd really take a look at your workflow. On the Statusses you can put workflow properties which block editing unless you are in a group/reporter/assignee
So i'm leaning towards that.
