We have set up a filter on issues in a Project (Company Managed board if that matters) and when we go to Edit Permissions and set the Viewers and Editors permissions on Roles in that project, the people in those roles can't see the issues in the filter.
Note: We have also tried to set these permissions directly to the user within the project and still have the same issue.
For example, Filter ABC has search criteria on Project 1 that results in 20 issues listed.
Edit permissions and select:
Viewers - Project. Project = the project on which the filter is based. Role = All roles
Click Add
Editors - Project. Project = the project on which the filter is based. Role = Administrators.
Click Add.
Tested -
A user who is a Member of the project can open the filter, however no issues show.
A user who is an Administrator of the project can open the filter, however no issues show.
The user who created the filter belongs to a group where the Global Permission "Share Dashboards and Filters" is allowed. This person is also an Administrator of the Project on which the filter is based.
Any suggestions on what we can do to share this filter to others using the same project would be greatly appreciated.

Do the users have Browse project permissions for this project?
You can check the permission scheme of the project and see if the users have Browse Project permissions assigned
Try to check if they view the issues from project view.
