Using Automation to parse description field and create multiple new issues

I'm new to automations and haven't found exactly what I need so far on the web. I'm looking to create automation rules that will parse the description field of a record and create multiple new issues. 

My use case involves issues that, in essence serve, as a parents to multiple child issues.  The requestor includes a table with multiple rows in the description.  The table has columns for ID and Summary originating from another system.  Each row in that table should be treated as an individual issue.   

Ideally, the parent would be opened as an epic with the table included in the description field.  The automation rules would parse the description and create a task for each ID/Summary pair that are then linked back to the epic.

Is this feasible? If so, how?  Any help is appreciated.
