By default, Jira Business Project Forms are only accessible to licensed Jira users, meaning non-Jira users won’t be able to access or complete them. However, if you need external users (such as customers, vendors, or stakeholders) to fill out forms without requiring a Jira license, you might want to try Smart Forms for Jira.
✅ Create Publicly Accessible Forms – Share forms with non-Jira users via a public link or embed them on a website or Confluence page.
✅ Enable External Issue Creation – Allow non-licensed users to submit requests, automatically creating Jira issues upon form submission.
✅ Restrict Access as Needed – Control who can access the form

I am wondering if using an Issue collector is an option? This does require that you are using a company managed project however.
