When Team members try to enter a comment on an Issue and use the @ in order to tag a specific user so they receive an email they do not receive a list of avail users. When I conduct the same step I am provided the list of avail users and I can select one, when complete the user is sent an email. I am a Jira Administrator, the rest are are in a User Group and all other permissions available to them.

Did you check if the user who is trying to mention another user have Browse Users global permission, which is required to browse (populate) users. If not then I would add the required group.
As jira admin
goto --> --> System --> Global permissions --> Under Add permission --> Click on drop-down 'Permission' and select 'Browse Users' --> Select the group you want to give this permission in the drop-down next to group --> Add.
