We are using Jira to track issues created for software changes.
One of the requirements for change management is that the Issue reporter and assignee must be different individuals.
I was trying to setup a Workflow to check for this during the state transition to Done.
There is Jira documentation that we can setup a validator for this State transition in the workflow which can compare 2 fields in the same issue.

However, when using the Workflow validator in our environment, I don't see any such validator, what could be missing?

The page you are referring to seems for some addon created for Jira. Since you don't have that installed, you are unable to see the validator.
You can install the addon by following the steps mentioned here.

However, I still don't see an option for enabling Add-ons?

This specific addon is not available for cloud.
If you want to install any other app, you can directly go to https://marketplace.atlassian.com/ and press install for any addon, it will give you the option to choose the site where you want to install the addon. Only site-admins can do that.

Since the documentation you are referencing is for the Jira Workflow Toolbox plugin, I am going to assume you have that.
To set up a validator with that plugin on the transition to Done, select the "Compare two values (by JWT)" in the list of validators.
Another option if you have this plugin is the "Jira expression validator (by JWT)"
This is not an OOB function so you will need this or some other plugins that gives additional validator options such as JSU, JMWE or Scriptrunner. I am sure there are others as well, but I am most familiar with those.
The second option should work for any plugin that allows you to use Jira Expressions in your validators.
