View All Groups Subscribed to a Filter Subscription

Admins with permission to mange Filter Subscriptions cannot view Groups subscribed to a Filter Subscription by any account other than their own.

If an account subscribes a group to a subscription, only they can view, edit, remove this subscription.

I've checked through Settings -> System -> Filters and Filters -> <Filter_Name>-> Manage Subscriptions. Is there somewhere else I should be checking, or is this the current State of Jira?

As far as I'm aware for Jira cloud, the owner or those who have edit permission to the filter can manage the subscription.
