View individual user time sheet

Hi, 

Is there a way to grant permission to just view (read-only) all user time sheets?  We have implemented an automated system that alerts supervisors of time sheets that are either, 'Not Submitted' or 'Waiting for Approval' at a at 2pm on Monday, then an hour later an email is sent to the supervisors manager of those time sheets that still are 'Not Submitted' or 'Waiting for Approval' all the way up to the C level by 5pm.  The last level (the COO) is looking for a way to view those time sheets and see where they are at so he can take the appropriate action.  He does not want the ability to manipulate or approve time sheets.
