I was wondering if, within a certain screen scheme, I could disable the visibilty of specific issue types so that no issue can be created with that type.
The idea is that issues with that type can only be observable but no user can create a issue with that type.
Is is posible? Do I need to upgrade the paid license level?
What issues would be there to observe, if none of that issue type can be created? I don't quite understand the use case of this.
Are you working with boards? You could have one project with the issue types you only want "observed" and give the users only restricted permissions (view, but no edit permission). The other project contains the other issue type with full permission. On the board you can include both issues and have one "view" of them all.
I think this cannot be done in an "intuitive" way by hiding the issue type from the selector when creating a new issue.

Where should that javascript be placed? Like a script listener or something like that?
