Was the 'restrict comment by user group' feature deprecated in the new issue layout?

Howdy,

Under the legacy issue layout, my organization had the capability to restrict comments within issues to specified user groups. It appears that I am unable to do this in the new issue layout, or the configuration for doing so is somewhere buried in the admin tools.

Was this feature deprecated? If not, where can I find how to enable restricted comments for my organization?

My team also uses restricted comments as an essential feature within Jira so I posted on that other thread to see if we can get a definitive answer on the topic.  Thanks.
