Watcher notifications not working on one project

We have a project where some watchers are not receiving notifications, however others are.

The watcher is receiving notifications on other projects.

Does the Permission Scheme override the notification Scheme?

Sorry, I have also used notification helper and this user should receive notifications for the issue in question , and if mentioned in the comments (@<Username>) does receive the notifications. But not as a watcher only

Hi Kelly - Yes, the Permission Scheme would override the Notification Scheme if the user does not have access to issues in that project. 

Also, do the projects use the same Notification Scheme? Make sure that Watchers do receive notification for certain actions in the Notification Scheme for that project.
