We would like to evaluate it first, can we get a download link for a free Jira (up to 10 users)? Our use will be on-premise. We are using Bitbucket data center 7.20.0
Only the Cloud version of Jira Software is free for up to 10 users.
Some of the features are different between the Cloud version and the Data Center version. You can check out these accordingly based on your requirements.
If you have any lower instance server that you can play around, you can download the Data Center version depending on the operating system you have. The installation is easy and straight forward. Note that, this version is having free trail for 30 days only.

10x for your answers. What happens after 30 days trial? In our case, it is not a Q of "if" we will buy the product but rather "when" we will buy it. We are a paying customer for Bitbucket DC and are in the middle of a processing migration from RTC.
We need the "on-premise" for adjustments to our build pipeline. We don't want downtime or "hybrid" mode for a long time.

After your trail expires, you won't be able to edit/ update anything but can use it as a read-only basis.
Once you are satisfied with the product, you can opt for purchasing it and your data will still be there as you are self-hosting the Jira Software in your instance.
So, it is recommended that, if you are not completely sure when you will buy it, have only test projects and data while you are evaluating it.
Transitioning from trial version to purchased version does not involve any downtime. You will get the new license when you purchase and you will have to update it accordingly to continue working like before.
