Hello, we are unable to make changes to our account. We are on the free plan and our admin left the company and now we are stranded and unable to make changes. I've searched and searched and can find no information on how to get to a point we can move forward without starting over.

If the "highjack email" approach given by @Trudy Claspill does not work, you can move to a new site without having to start all over:
In case you have site admin access, you should be able to make a backup of your site, create a new account so you are organisation admin and then restore the backup from the old site. For details, please check Create a site backup | Confluence Cloud | Atlassian Support

Your post is tagged that you have Site Admin access. Do you mean to say that your Organization Admin has left the company?
Was your admin using an email provided by your company to access Jira? Is your Jira authentication tied into a service (like Okta) where your company controls the logins and passwords that grant access?
If so, your company should be able to re-activate the email account (if they control the account/user), reset the password, and you can then access Atlassian under that account and add other users as admins.
