We need to have a condition (using Scriptrunner or JSU) that allows a workflow to continue based on Component. 

Use case: 

For "Access Request" custom Issue Type/ workflow, we need to send for System Owner Approval if the Component is in a certain value set, (Component in a,b,c,d) or let it continue through the workflow if it is NOT in that value set. 

Alternatively, let it continue through the workflow if it IS in a value set (Component in v,w,x,y), or send it to an additional approval if component is NOT in the value set. 

Im not sure whether this is satisfied by a Listener or a Workflow Function in Scriptrunner or if it needs code - or can just be configured.

You can use the "Fast-track transition an issue" post function from Scriptrunner.

You can see a sample condition where the components field contains specific values, you can tailor this condition to your needs.

I think what you are looking for can be achieved using the Follow-up transition from JSU. Please check this document on how to configure the post function.
