We need to migrate Test Cases from Jira Xray to Zephyr. Is there a way to write utility to do so?

Recently we have a task to migrate the test cases from one Jira Xray instance to another Jira Zephyr instance across VPCs. Upon searching I am not getting much except to export the Xray Test Cases and then import into Zephyr using Zephyr for Jira Importer Utility.
Please suggest if there is a way to write a custom microservice using java to post all test cases under one project from one Jira instance with Xray to another Jira instance with Zephyr.
I am from java development background. Please suggest in which direction it would be the best for me to venture.
