Without any app the best thing you can do is use the native Time Tracking feature in Jira.
- Use the Original Estimate field for each issue (or may be Story Points)
- Assign those issues to the users
- Ask them to log their time
- See how you can use Sprints for planning
- Use native Burndown and Velocity charts
- If you care mostly about time then look at Time Tracking report or export data outside Jira and report on it.
