We would like to use a custom field for estimated hours by team in a two dimensional filter but the field doesn't show up in the axis drop down?

You can only use "statable fields" in that gadget.  Essentially, to be statable, you have to be able to point at a list of possible values for it, and you can't do that with a numeric field. 

There are some add-ons which can make fields statable, but in my experience, they tend to fail with large data sets.
